In recent years, the development of digital technologies and the expansion of communication networks have introduced a new threat to international security under the term "digital terrorism." This threat includes the production and dissemination of extremist content, organizing violent operations, targeting critical infrastructures, and manipulating information. The transnational and complex nature of this phenomenon has limited the ability of individual countries to address it independently, highlighting the need for international cooperation and the role of global organizations, particularly the United Nations. Through the development of global frameworks and standards, the UN seeks to enhance the security of digital platforms while ensuring human rights and fundamental freedoms. Striking a balance between security and individual freedoms is crucial, as excessive restrictions on freedoms could pave the way for "digital authoritarianism." Adherence to the principles of necessity, proportionality, and non-discrimination, along with the protection of freedom of expression, privacy, and free access to information, not only preserves individual rights but also increases the effectiveness of security policies. Cooperation between governments and regional organizations such as the European Union strengthens the fight against digital threats, but the lack of a common definition and differences in data access pose challenges to global coordination. The UN, drawing on international documents and collaborating with agencies such as Interpol and Europol, ensures digital security, applying transparency, a clear legal framework, and judicial oversight as key principles.
